FRANKFORT, KY - Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed John Cirigliano of Lexington to the Bluegrass Community and Technical College Board of Directors to serve for a term expiring March 4, 2031.

  • John Cirigliano is the president of Clearbrook CCM LLC. He replaces Theodore Vittos, whose term has expired.

Gov. Beshear has appointed Priscilla Johnson, Sarah Gains, Rhondalyn Randolph and Matthew Smyzer to the Martin Luther King Jr. State Commission. The Governor has reappointed Kevin Russell and Megan Bailey to the Commission.

  • Priscilla Johnson of Lexington is a leader of the Lexington chapter of the NAACP. She replaces Ashley Parrott, who has resigned, and will serve for the remainder of the unexpired term expiring Dec. 12, 2025.
  • Sarah Gaines of Lexington is the manager of economic development at Fayette County Public Schools. She replaces Melvin Turner, who is deceased, and will serve for a term expiring March 16, 2029.
  • Rhondalyn Randolph of Owensboro is the senior pastor of Pleasant Point Baptist Church. She replaces Natacha Murray, whose term has expired, and will serve for a term expiring March 16, 2029.
  • Matthew Smyzer of Louisville is the pastor of the Beargrass Missionary Baptist Church. He replaces Jamaal Jackson, who has resigned, and will serve for the remainder of the unexpired term expiring Dec. 12, 2027.
  • Kevin Russell of Radcliff is an army veteran. He continues to serve as Chair of the Commission and will serve for a term expiring Dec. 12, 2028.
  • Megan Bailey of Bowling Green is an educator at Warren County Public Schools. She will serve for a term expiring Dec. 24, 2028.

Gov. Beshear has appointed Ashtin Warren, Ticy Cox, David Scott Marksberry and David Johnson to the Judicial Nominating Commission for the 6th Judicial Circuit and District of Kentucky to serve for terms expiring March 19, 2029.

  • Ashtin Warren of Owensboro is the director of talent programs at the Greater Owensboro Chamber of Commerce. She replaces Alex Bryant, whose term has expired.
  • Ticy Cox of Owensboro is the owner of Kahawa Java. She replaces Philip Castlen, whose term has expired.
  • David Scott Marksberry of Owensboro is retired. He replaces Belinda Abell, whose term has expired.
  • David Johnson of Owensboro is the owner of a consulting firm. He replaces Robert Meythaler, whose term has expired.

Gov. Beshear has appointed Bethany Cooper to the State Libraries, Archives, and Records Commission. The Governor has reappointed Connie Cobb to the Commission.

  • Bethany Cooper of Benton is the treasurer and city clerk of the city of Benton. She replaces James Ebert, whose term has expired, and will serve for a term expiring March 4, 2028.
  • Connie Cobb of Georgetown is a media specialist at Clark County Schools and represents library users as a member of the Commission. She will serve for a term expiring July 13, 2025.

Gov. Beshear has appointed Joellen Marion to the Kentucky Board of Licensed Professional Counselors. The Governor has reappointed Hannah Coyt to the Board.

  • Joellen Marion of Bowling Green is an outpatient therapist at Cardinal Behavioral Health. She replaces Beverly Martin, whose term has expired, and will serve for a term expiring March 9, 2029.
  • Hannah Coyt of Alvaton is a counselor at Lindsey Wilson College. She will serve for a term expiring Sept. 23, 2028.

Gov. Beshear has appointed Michelle Heil of Owensboro to the Palliative Care Interdisciplinary Advisory Council.

  • Michelle Heil is the associate director of the Kentucky and Tennessee chapters of the American Cancer Society. She represents her employer as a member of the Council and replaces Ellen Schroeder, who has resigned. Ms. Heil shall serve for the remainder of the unexpired term expiring Sept. 6, 2025.

Gov. Beshear has appointed Kevin Carey to the Board of Registration for Professional Geologists to serve for a term expiring March 18, 2029.

  • Kevin Carey of Lexington is the senior geology consultant at Terracon Consultants Inc. He replaces Megan Cleinmark, who resigned and whose term subsequently expired, and will serve for a term expiring March 18, 2029.

Gov. Beshear has appointed Joe Childers to the State Labor Relations Board.

  • Joe Childers of Lexington is an attorney at Joe F. Childers & Associates. He replaces Benjamin Collier, who has resigned, and will serve for the remainder of the unexpired term expiring April 23, 2028.
