Anthony Rodolfo Samayoa, 20, was arrested on suspicion of DUI, vehicular homicide and attempted car theft, while passenger Sergio Avalos, 21, faces charges of conspiracy and taking a vehicle without consent. A third suspect, Oscar Azael Macias, 20, died at the scene early Sunday.
